Harry and Cedric reach the cup at the same time, but only because Harry went back to help Cedric when he was caught up in some magical plants (possibly Devil’s Snare). Even though Cedric insists that Harry take the Cup first, Harry suggests that they touch it together, as co-winners of the tournament. However Moody has turned the Cup into a Portkey, and Cedric and Harry are whisked away to the cemetery outside of the Riddle house, where Voldemort can perform the ceremony that will return him to his corporeal form.
